Next: Record investigation findings and advance to Hearing    [Move to Hearing]  [Close Case]

Rules

• Shows stage-specific guidance text with the next recommended action
• Advance button (primary): Moves the case to the next stage
• Close Case button (default): Available for early closure in stages 0-3
• Hidden when the case is closed, cancelled, or at stage 5
